工作可以 outsource,responsibility 不可以

At China GT's Shanghai round on 5 September, a GT3 collision left a Ferrari on fire. Following behind, 23-year-old Dutch driver Loek Hartog stopped his car, abandoned the race, grabbed a fire extinguisher and pulled the trapped driver, Ollie Millroy, out; Millroy later said Hartog saved his life. It's a heroic scene, but it shouldn't have been needed. Even school sports days have first aid teams on standby, and at a professional motorsport event emergency response, fire rescue and medical teams are part of the event itself. China GT's statement said its setup met national-level event requirements but detailed management needed improvement. Configuration exists doesn't mean capability exists: extinguishers, ambulances and contracts can all be ticked off on paper, and the system is only tested when something happens. A screenshot of a 60 yuan, five-hour security job ad circulated, though I can't confirm it relates to that day. It still points to a common problem: as contracts pass through contractors, subcontractors and manpower agencies, little may reach the person on site, who may be doing exhibitions one day and malls the next. Expecting that person to become a trained firefighter is the real failure of management. Outsourcing isn't wrong; the question is whether you outsourced accountability along with execution. Customers only know the top name. When an industry only competes on price, what gets cut may be professional capability and redundancy. A good system shouldn't need ordinary people to be heroes. Responsibility can't be outsourced.

这两天看到 China GT 上海站的事故,9 月 5 日,GT3 比赛发生碰撞,其中一辆 Ferrari 起火。后面 23 岁的荷兰车手 Loek Hartog 看到之后,直接把自己的赛车停下来,比赛也不要了,跑下车拿灭火器冲过去,最后把受困的车手 Ollie Millroy 从车里救了出来。后来 Millroy 也公开说,是 Hartog 救了他的命。

这个画面当然很热血。一个赛车手为了救另外一个赛车手,连输赢都不管了。

可是这件事情不应该发生。

因为这件事情,本来就不应该需要一个正在比赛的赛车手来当英雄。

我们小时候参加一个小学、中学运动会,旁边可能都会有 Red Crescent、St John,至少有 first aid team standby。更何况今天是一场 GT 赛车比赛,几十辆赛车用两三百公里时速在跑,有 Ferrari、有 Porsche,也有来自不同国家的职业车手。

China GT 严格来说不是 FIA 世界锦标赛,而是中国国家级的 GT 赛事,但已经是一个非常大型、非常 professional 的 motorsport event。赛车这种运动,撞车、起火、车手受伤,本来就不是一个完全没想到会发生的事情。所以 emergency response、fire rescue、medical team,从来都不应该只是 supporting function,它本身就是这个赛事的一部分。

更让我觉得有意思的是,China GT 后来的声明里面有一句,说初步核查下来,整个赛事的「配置符合国家级赛事配置」,但在细致管理方面有待提高,同时也会重新检讨组织、保障、应急、救援和医疗等环节。

这可能就是很多 organization 最危险的地方。

Configuration exists,不代表 capability exists。

你可以买十个灭火器,不代表现场的人真的会用。你可以安排 ambulance,不代表真正发生事故的时候,它可以在最关键的几分钟出现。你可以签 security contract,也可以 outsource medical team、fire rescue、event crew,paperwork 上面全部都有,表格全部 tick 完,Security 有、Medical 有、Fire extinguisher 有、Emergency team 有、Ambulance 也有。

平时看起来全部没有问题。

真正发生事情的时候,系统才开始接受考试。

而这一次,最先通过考试的,竟然是一个本来完全不属于 rescue team 的赛车手。

一层一层 outsource 下去

这件事情之后,网络上又流传一张上海赛车场安保的招聘截图,据说是做 5 个小时,60 元人民币,日结。目前我看到的资料还不足以证明这批人就是 China GT 当天事故现场的人员,所以我觉得这个数字不能直接当成事实来讲。

不过这个东西反而影射另外一个问题。

很多行业现在都越来越卷。Client 要便宜,主办单位有 budget,于是很多东西就开始 outsource。100 块的 contract 给了 contractor,contractor 自己要 margin,可能剩 80;再 subcontract 给另外一家,剩 60;再经过 manpower agency,到真正站在现场做事的那个人手上,可能已经剩下很少。

这个当然只是一个假设的例子,不是说 China GT 一定就是这样。

但这种事情在很多行业其实很常见。

最后站在那里的人未必是什么坏人,也未必是他「不够敬业」。他可能星期一做 exhibition,星期三去 mall 做 security,星期六有人问他赛车场要不要做,一天多少钱,他觉得 OK 就去了。

在他的角度,我就是来打一份工。

你给我什么 training、什么 equipment、什么 job scope,我就做什么。

可是今天真的有一辆赛车在你面前起火,你突然要求这个人马上变成一个 trained firefighter,要懂赛车结构、懂 fuel fire、懂灭火器、懂怎样靠近赛车、懂怎样把车手救出来,这个 expectation 本身可能就已经有问题。

真正的问题不是为什么现场某一个工作人员没有冲进去,而是为什么这种 high-risk operation,在最关键的位置,没有确保站着一个真正受过训练、有 equipment、有 SOP、有足够 experience 的人。

这个才是 management 的问题。

其实类似的事情以前也发生过。2022 年香港 MIRROR 红馆演唱会,一个大型 LED 屏幕掉下来,严重击伤舞者。后来政府调查发现,不是简单一条钢索突然断掉那么简单,里面牵涉实际重量和申报重量的差异、悬吊系统、workmanship、安全系数,还有 hirer、contractor、subcontractor 和不同专业人士之间的责任。

这也是我觉得 outsourcing 最容易被误解的地方。

Outsourcing 本身没有错。

我们做生意每天都 outsource。Warehouse outsource,logistics outsource,developer outsource,agency outsource,factory outsource。你不可能所有东西都自己养 full-time staff。像赛事一年只有几场,如果叫主办单位自己养几百个 security、medical staff、fire crew,商业上其实也未必合理。

真正的问题从来不是 outsource or don't outsource。

而是你 outsource 了 execution,有没有连 accountability 一起 outsource 掉。

很多老板最容易有一个思维,就是「这个不是我的 staff,是 vendor 的人」「这个不是我们做,是 contractor 做」「这个再 subcontract 出去了」。

可是 customer 不认识你的 subcontractor。

赛车手参加的是 China GT,演唱会观众买的是主办单位的票,消费者买的是你的 brand。真的发生事情的时候,没有人会去研究原来是你第三层 vendor 的员工做错,所以不关你的事。

最后 responsibility 还是会回到最上面的那个名字。

省下来的,可能是 redundancy

我觉得「卷」真正可怕的地方,不是 margin 越来越低。

当一个产业长期只是 price driven,大家不断压价、再压价,有一天被压掉的可能已经不是 profit,而是 professional capability。

很多东西少 10% budget,平时看起来完全没有分别。去年这样做没事,今年自然就会觉得还可以再 cut 一点,明年再 cut 一点。

直到真的发生那一次事故,你才发现之前省下来的,未必是 waste。

有可能是 redundancy。

而 safety system 最重要的东西,偏偏就是 redundancy。

赛车为什么有 roll cage、fireproof suit、HANS、灭火系统?因为赛车的设计逻辑从来不是「应该不会撞吧」,而是「如果真的撞了呢?」

做企业其实也是一样。

一个好的 management,不是把所有东西做到最便宜,而是要很清楚知道,什么东西只是 cost,什么东西其实是 capability。

有些 cost 可以拼命 optimize。

但有些东西一旦 optimize 过头,平时你完全看不出来,直到真的出事那一天。

这次 China GT 的事故,看到的已经不只是一个赛车手救另外一个赛车手的故事。

Hartog 当然值得所有掌声。

但一个好的 system,本来就应该尽量让普通人不需要成为英雄。

如果最后一个人的生死,要靠刚好经过的另外一个赛车手够勇敢、够冷静、够有能力去救他,那真正应该检讨的,其实不是现场某一个拿灭火器的人。

而是设计整个 system 的人。

工作可以 outsource,manpower 可以 outsource,expertise 甚至也可以 outsource。

但有一样东西,老板永远 outsource 不掉。
